'Crystal Water, Sudden Death' by Larry Alexander

As part of his latest scheme for world domination, Mr. Schubert constructs a satellite weapon with which to disrupt the Earth's communications systems. However, the device can only be powered by a certain type of energy crystal, which is only found behind a mysterious force field located in the Pacific Ocean. When the Foundation of Ocean Research sends the Cetacean to stop Schubert’s plan, Mark discovers that the force field protects an underwater city inhabited by a race of white-robed people called the Deepspeople…
